Depends on your tune... if you are running a stock ecu tune, eliminating a cat can be problematic... if you are tuning with say and SAFC, you can actually tune it to pass with no cats... cats are a band-aid for a bad tune

485 awhp (mustang dyno) on 93 pump gas (~524 dynojet equivalent)
Only 20.5 psi on my lil' ol' GT368s with no water or alky injection
With a wee bit more tuning, I should get it to about 22psi

Stock tune. Car is basically all stock with the exception an intake and the exhaust. Only bought the exhaust because my stock system was shot.

Do you think I would be better off just not putting the precat eliminator on? (it comes with the exhaust) and just putting the downpipe up to the stock precats?

Put on the downpipe, get tested, then change it all you want

As long as you have the main highflow cat in place and you make sure the cat is nice and warm, you should not have a problem. I used to pass MD emission test with no precats and the main cat in place.

I might have to do that, considering the last time I took my car to inspection they tried to put it on the dyno.

In all seriousness I don't think Im gunna put the eliminator on, Unless I get a rear precat eliminator too.
