it used to be called flip-flop paint, but I can't really find a lot on google about it (other than one article about BASF that wants you to register to read it). There were several different versions (green-blue and red-black are the first ones that I can think of) and they completely changed color depending on the angle/light (hence the name flip-flop).

If i would paint something like that i would probably do a yellowish orange base, then add a heavy pearl red clear coat over it, that would give it the color change.....
I did a black->blue pearl it was nice. Some light it looked pure black, then some it looked like a dark navy blue. I know any shop would know how to do it for ya, but it'd cost more
