Alrighty, so here's some pics:

Engine bay is pretty meh

Ghetto air intake, gonna buy a K&N filter

Something blocked off, what's this for? Also the coolant resevior is empty and the line to radiator is disconnected

Not good lol

Anyone know what this is for?

Pulled the ECU, seems to be fine. No leaks, no smells

I forget where that pre turbo pipe line goes. Mine was blocked off with a bolt covered in sealant

Another update, I connect the vacuum line to the Y-pipe, and the other line I ghetto rigged on (I hotglued it.... dont judge). Did some pulls and no stuttering or bogging, but it doesn't seem to pull as hard now. Maybe it was overboosting? or maybe just resetting the ECU is doing that.

The preturbo pipe fitting is for the charcoal canister, put a proper plug on it so it does not suck in unmetered air. I would remove that ghetto intake filter reducer and install something proper. That adapter could be causing turbulence inside the already sensitive mass air flow sensor. IIRC that top solenoid is your boost solenoid.

That ecu also looks like it may have had a cap replaced before. Get some better pictures of the throttle body area and the mass air flow sensor area, the back of the plug mainly.

I'll try to get some tonight. Whatever solenoid that was, I probably should order a new one.

Also the transmission is a bit notchy, I've been considering putting some Synchromesh fluid in it, although it seems a bit controversial on here. What are your guys' opinions on this?

Besides that, I've noticed going on/off throttle is a bit jerky. Now this is pretty normal in 1st or 2nd gear, but it's happening in 4th and 5th gear too. Thoughts?

Last of all, why are my turbo's so damn loud. Boost leak? Exhaust leak? My friend's 9bs aren't nearly as loud

Your car probably has wicked boost leaks based on the pics I've seen. Looks like someone did some parts of a vacuum delete such as the missing charcoal canister. My turbos screamed like a banshee from one of my boost leaks but I'm worried because your wastegate lines were disconnected from the turbo. Could've overboosted and caused some damage.

I'm quite partial to redline driveline fluids. My transmission shifts buttery smooth.

Yeah it does worry me about the boost leaks, I'm definitely getting a boost leak test done ASAP

the vacuum line on the back of the y-pipe goes to the waste gates IIRC

Good - to be extra sure it's good, if you know anyone with the same ECU in their known running car, put it into that car and see if it still runs OK.
