I'm pretty sure Trevor is using 645's or something similar on his 16g 10.3 second car. You definitely don't need bigger than that for 13T's. 550's should be plenty.

Different dynos different areas, different temps, different elevations will all affect how much power you make at a give psi. Typically though you can expect 380-400 AWHP @ 15 psi (avg of what I have seen over the years). The 15g class seems to hit 400-440 AWHP @ 17-19 psi though darthstimpy made 417 @ 18 or 19 with dr500's IIRC (that was with a unichip setup though/custom tune).
