Duh, harmonic dampener makes the engine less vulnerable to mimicing harmonic frequencies....harmonic frequencies are caused, and not limited to wind, engine vibration, sound, ect...
Take some time to learn about harmonics...you find it under basic physics.

P.S. have you ever seen the movies of the gigantic bridge snap and torque (eventually collapsing) due to it mimicing the frequency of the 40mph winds that day? Do a search for that vid and you'll know what I mean.
