I've been reluctant to jump in on this since I'm not that familiar with anything but the OBD I system but I'm a bit confused as well.
According to the write up on Jeff Lucius' site:

This other post says to ground pin 12. I'm not sure which is right. I thought pin 12 was ground, in which case you'd want to jumper pin 1 to pin 12 and count the flashes. I also thought, but like I said I'm not that up on it, that this was the same 16 pin connector as the OBDII in which case pin 12 would not be on the end but somewhere in the middle of the second row?

As far as "reading from pins 1 & 12, I think that's a cut-n-paste from the original procedure for OBD 1, were you connect a meter to pins 1 and 12 and watch the needle move. That's in the paragraph that lists the codes, which appear to be the same.

Sorry to butt in on something I don't know much about but FWIW I can see why VR is getting confused..
