Having fuel pressure doesn't mean it's getting fuel. Are the injectors cycling? Is it a turbo? Are the injector resistors plugged in?
If you had spark, fuel, and compression, it would start. If you have spark and compression, then your problem is fuel.
And our plugs fire on both compression and exhaust stroke. Can't be 180 off.
