IF you do decide to get that vr4 then please find a good mechanic that actually know's something about the 3's and tell him to check it out if not then find a 3si member who lives nearby and ask em to check it out for you. 3k for a vr4 is dirt cheap, but for it to be that cheap there is obviously something wrong with it and it may be more than just power steering so take caution when purchasing.
