I did more boost leak testing. Watching the boost gauge it would eventually rise to 16psi with 20psi at the compressor regulator. Checked the intercoolers carefully, looked for leaks, can't find any, little ones behind manifold but thats it.

Both turbos turn over smoothly by hand, what the hell is wrong with this thing? Its been months now I've been trying to figure it out and driving it N/A style to work!
