If its the cars original paint, don't strip it. If the car has been repainted once or twice, then strip the paint, reprime it and paint it again. If the only thing wrong is peeling clearcoat, get some stripper that doesn't peel the primer layer (a good product is called "peeler" and works great on clearcoats...usually strips only the top layer of paint at a time) After stripping it off, you still need to sand everything smooth, so expect some sanding afterwards anyway.
