What model boost gauge are you using? Have you tried a known good gauge?

Have you eliminated the EBC and attempted to run straight wastegate pressure?

Have you pulled the WG signal lines and attempted to run without boost control? Obviously you'll want to do this very carefully: pull your signal lines, get out on the road, and pull partway through a gear. Watch your boost gauge and lift as soon as you see the needle swing up. The whole thing should take you not even a quarter of a mile.

Better to do these 3 things before worrying that your turbochargers are broken.
