Do not short pin 1.
To put the ECU into Diagnostic mode ground pin 10.
You do NOT have to go into diagnostic mode to read the codes, just follow the instructions in the link Andy provided.
Now that that's cleared up, I hooked up the HHH with my laptop to my '92 R/T TT with no problem. No fussing with fuses or anything at all.
What kind of set-up do you have and what problems are you having?
