Default Why do some cars come with these?

Working on my friends tiburon the other day to help turn some wrenches on installing a cold air intake. When the instructions stated to stick the piping down in the hole(with a picture). First thing I thought was ok go get my drill and some dynomite. Then when we look down under the hole is ALREADY there. Did they create this hole for the intake? I thought it was for a air silencer but there was no silencer at all. Anybody know if this is common? Sorry for no pictures ill see what I can do on that.

And yea I have seen a 3000gt with a CAI install at a shop once....It did not look so pretty . Looking under the wheel well and seeing piping next to the rim is not the best way of making a cold air intake.
