Secondly, Id say it's fair to quote rebuilding prices? Or do you think I should quote new prices when bargaining with the guy? Meaning if I talk about how the turbos are in bad shape... should I tell him it costs X amount of money to buy new ones or X amount to rebuild them?

X amount of money to buy new one's. Nobody wants to go through even more hassle on rebuilding a rebuild. If that made sense. So maybe 800-900 for turbo's, two grand for a jdm engine etc..(I don't know what they really go for, just making an example)
