I would, I feel its a must for any car I buy, unless theres a receipt to prove it was done recently I don't know what that person had been doing with the car or how many of those 20k miles the car just sat and allowed to dry rot. Personally it gives me peace of mind to know that I did it, and did it correctly on my own time. I guess thats my better to be safe than sorry mentality, but whats the changing all that now vs. having to pay down the road. Thats my take on it, do what you feel is best and good luck with the car.
