dude buy steel rings those brass ones are shit seriously! maybe the steel cost a buck or 2 more but they will outlast those fancy brass lumps of crap all day long. and i would garentee its those thats the trouble and not the gear.
spin the free gear and push the syncro towards it. if the gear goes tight its still working if it makes no odds its the ring. what they do is slow the gear down so it engages cleanly. if it doesn't slow it will grind like hell.
