nice cluster gauge. i hope it hasnt been tampered with. anyways check out how tight the cable is and readjust it. the idle might have also bumped up on it as well and all that takes is adjusting the stopper screw. on the other hand the constant fluctuation sounds like my tt that had the intake timing off 2 teeth. computer had a hell of a time trying to make the rpms go down. just start playing around with it and go one step at a time.
