Keep in mind that even 16L/min is still EXTREMELY minuscule in comparison to the volume of air already entering your engine.
Just wondering where you are going to get 6-8 times the energy? Do you plan on storing 6-8 extra batteries in your trunk?
As far as the ammonia question. I'm pretty sure the H2 output would be similar to the NaOH and KOH, since NH3 dissociates to NH4+OH when mixed with water. Plus commercially available ammonia is already very dilute. I would also suggest against it because ammonium hydroxide is a volatile compound and will release corrosive ammonia into your engine.
