There should be no force when you pull the pin, its a very fine line and is very hard to get perfect but its not absouletely necessary. I dont see how you could have even close to the right amount of tension without rotating the pulley though.

The 2 holes should be close to the top of the pulley and horizontal. After you pull the pin you should be able to rotate the engine around and then be able to put the pin back in if you did it perfectly.
