It works in conjunction with your IAC to control the idle speed of the car.

Wait for the car to finish warming up, then turn it in or out until you're sitting at 750rpm. That's the stock idle speed, and where you should be idling at - the car will be happy to be back to there.

Unless you have a vac. leak / some other problem which could increase idle speed independently of the BISS / IAC system.
