Now I've read that huge thread about these problems... but I cannot figure this out!!

On a cold start up, it idles around 2000rpm. After about 1 minute, it drops to 1500rpm. After a few minutes, it goes to 1000rpm, won't go any lower then that. I pulled out my ISC (IAC), only to realize it's already the new model ISC and that it looked clean as a whistle, like the previous owner had changed it. Opened up my MAF. That looked clean too. Changed my spark plugs and wires. Accidentally forgot to hook up the ground wire on the back of the intake plenium, but the car would sometimes idle normal, but then it would jump up and down and sometimes stall out. When I hooked the ground wire back to the intake plenium I was back to my original idle problems. There is sometimes hesitation under 3000rpm, mostly when car isn't fully warmed up.

Oh, and it's "normal" idle is around 1000rpm, even though it is supposed to be 700rpm.

What else could it be?
