The AEM ems system at over $2000 with all needed sensors is not the answer here...just correct the vacuum leaks and then see if it fixed the surge. The fact that she idles up when cold probably rules out any FAIV issues within the Throttle body. Moning cold starts should be about a 1600-2000 or so RPM idle till she is warmed up; i.e.coolant has reached near normal temps.
