I consider a full 99 conversion: bumper, headlights, turn signal, sail panel, rear garnish and combat wing (OEM or Cianci)
I did all that on mine + a full paint job (new color). I dont do body work,but I did all this. Hit up 3sx.com for prices on the gear. It took me about 2 months, working on it 2 nights a week, each night about 3-4hours (including paint job and other stuff, like VLS). Paint price, i dunno...stay away from Maacco. I was told my job (jaming and stuff included) would cost about 3-4k. Check my site out for a ton of pictures in my gallery that I took during the 99 conversion project,
