flex fuel vehicles have sensors and larger injectors/computer tuning to be able to switch between the 2 fuels. pretty much all fuel systems from the late 80s can handle alcohol containing fuels.
They can handle some alcohol, but not straight E85. The materials used in the fuel system, Viaton and such, will not hold up to high concentrations of alcohol over time.
