It is the transister fan blower pack, this does nothing but allow the DCC to step down the voltage to the blower. If the blower works only on full then that is typically the problem. There is a hi-speed rely for the blower on its highest setting all other settings go through the transister pack. If you need the diagram to its location I can post it. It is located behind the glove box up and out of the way a bit and goes into the housing, sorta behind the DCC panel but not really.

EDIT: Digital climate uses a Transistor pack, the analog uses a Resistor pack.
