Because you're at stage 2 you can't use any of injector maps turn off all the unneccessary maps and all others that aren't being used to keep things simple:
I/J Adj Map 1
Acceleration I/J Adj Map
Rev Limiter Cut Setting
Anti Engine Stall Setting
Idle Adjustment Setting
Narrowband o2 sensors won't cycle at idle if fuel delivery is too low (lean) -- I'm assuming your o2 readings are very low. Richen the airflow adjustment map at idle until they begin to cycle. I've observed this many times before. Eventually the front o2 sensor will cycle but not the rear, keeping richening it up until both o2 sensors cycle.
