The rules have been updated to specify:

If you submit for ROTM and win, you are not eligible to submit again for one year from the month you won.
- For the 3/S you submitted that did win.
If you submit for ROTM and do not win, you can submit again in three months.
- For the 3/S you submitted that did not win.
