That's true - you can get it running with just the AEM, but you'll have a much more difficult time getting it dialed in without the speed-density setup and at least one wideband O2 sensor.
The way that the AEM calculates "load" with a frequency-based MAF is somewhat strange (in my opinion) which makes it tougher to get good fuelling and timing maps set up. By going speed-density, you make the fuel setup easier by a factor of 5 easily.
The wideband helps not only in showing you precise A/F ratios, but also by allowing you do to real O2 feedback at all load levels if desired, as well as "autotune" to help you build a proper fuel map in a more automated fashion.
If you are short on funds, you CAN do it without those tools - but in my opinion it is a handicap to not have them.
