I am thinking that the ECU is overcorrecting, and haveing to correct back.... or maybe my ECU is just screwed.

Your capacitors inside the ECU are probably bad, leaking. Do a search on caps or capacitors. The caps are cheap to purchase but you need to be fluent with soddering to replace them yourself. Its a common problem on first gens.
